Manual Claim Mode

My workflow and admin tasks in clarity queues would benefit greatly from a 'Manual Claim' mode in the queue.

We run 3 task servers, each with usually 3 or 4 instances of revit running, along with 3 or 4 windows tasks running along side on each TS - sometimes can be up around 15-20 individual tasks running, and they each may take up to 20-30 minutes to finish depending on the task style.

To further complicate matters, the windows tasks are reliant on certain revit tasks being finished to move onto next stage in the process.  Add this to the often hundreds sometimes thousands of backlog tasks we have queued up - there are times when as admin it would be really useful to have full control over which task gets claimed next - much more granular than the 'send to top' button

This would also be useful to use as a way to just stop claiming tasks temporarily (Without pausing the task servers)

When we get tasks stuck in claimed that cannot be cleared from the queue it requires a restart of the task server - BUT - claimed tasks don't clear out of the queue reliably when the task server is paused - so the task server needs to be un-paused but not running tasks. Currently there's no way to do this unless the entire queue is empty or putting workarounds in place to filter out projects with active tasks in the queue which is a pain to do frequently
