Is there a way that I can generate a report of the model size and open/sync times for all projects we have in Clarity?

We don't have that exactly within Clarity (at least as a text report) - the closest you can get to it is the scatter graph on the Metrics/Graphs/Scatter page.
If you want something more like a spreadsheet, you can use PowerBI or Excel, and connect to the RandRevit database on the server. Linking together the Project table and the ModelMetricSummary table would give you what you need.
