How does BIM 360 Mitigate work?

Trying to connect to partner HUB/project to push .rvt files. 

Need to push .rvt files from Project A on HUB 1 to Project B on HUB 2.

Clarity is associated with HUB 1. Clarity is an Admin to HUB 1 and Project Admin to Project A.

Clarity is invited to Project B as Project Admin on HUB 2. It is not associated to HUB 2 as Admin.

Based on Help for BIM 360 Mitigate I need to create a Clarity project associated with Project B on HUB 2. The Target project would be Project A on HUB 1.

I cannot see Project B or HUB 2 when creating a Clarity project. 

How do I push/pull files from our project to partner project?

I'm a little confused by what you said above, but I think you're mostly correct.

If you are looking to move files from Project A to Project B, you need to create a Clarity project that points to Project B, and put the BIM360 Migrate task in that project (with the "Source" project as Project A in the task).

If you don't see the Hub associated with Project B (it's a partner) probably you'll need to have the Project B BIM360 Account Admin allow access to Clarity.
